Clean the portobello mushrooms and remove the stems. Use a knife to scrape out the inner fins, creating a hollow center. Preheat the oven to 400°F, spray a baking dish with cooking spray, and place the mushrooms inside. Season with cracked black pepper and garlic salt.
In each mushroom cap, add 1 teaspoon minced garlic, 1 teaspoon grated Pecorino Romano cheese, 1 tablespoon chopped parsley, and 1 tablespoon Pastene extra virgin olive oil. Spread evenly and bake at 400°F for 30 minutes until tender.
In a non-stick pan, heat some olive oil over medium heat. Add sliced Vidalia onions and sauté until translucent and lightly caramelized. Add the red and green peppers, seasoning with cracked black pepper and garlic salt. Once softened and slightly charred, add the shaved steak. Pour in 6 shakes of Worcestershire sauce and season again to taste. Cook until the steak is browned, then remove from heat.
Spread 1 tablespoon of goat cheese into each baked mushroom. Fill with the cooked steak, peppers, and onions mixture. Top each with 1 slice of American cheese and 1 slice of mozzarella cheese.
Place the filled mushrooms under the broiler at 500°F for a few minutes, just until the cheese melts and bubbles. Remove from the oven, garnish with fresh parsley, and serve hot.
