In a large skillet, brown the ground beef over medium heat. Add the taco seasoning mix along with a little water as directed on the package. Stir well and let reduce. Season further with garlic salt, garlic powder, and Mexican chili powder to taste. Set aside.
Preheat the oven to 375°F. Spray a large Pyrex or casserole dish with cooking spray. Lay down a layer of flour tortillas on the bottom, overlapping slightly to cover the surface.
Add a layer of the seasoned ground beef, followed by a mixture of shredded cheeses and a spoonful of RO*TEL tomatoes. Repeat this layering process, adding a layer of refried beans spread evenly across the other ingredients in between layers.
Finish with a final layer of tortillas, a generous topping of cheese, and a drizzle of salsa. Bake uncovered at 375°F for 25–30 minutes, until the cheese is melted and bubbly.
Remove from the oven and let cool slightly. Serve each portion with a dollop of sour cream, chopped fresh cilantro, and sliced jalapeños for garnish.
