Add olive oil to a large pot. Add in minced garlic and sauté until lightly golden.
Add red chili flakes to taste, then add the ground sirloin and chuck beef. Season with garlic salt, garlic powder, and cracked black pepper.
Pour in the water and chop up the ground beef very finely. Let it poach until tender.
Add breadcrumbs and Pecorino Romano cheese. Cook for about 5 minutes on medium heat until the beef is cooked through.
Add the crushed tomatoes. Season with garlic salt and cracked black pepper, then stir in the sugar.
Add fresh basil, lower the heat, and simmer on low for 4–5 hours, stirring frequently until thick and rich.
